The seller need not spend or do anything in this regards except for land survey and getting Encumbrance Certificate(EC)
Land survey challan fee should be paid in MeeSeva. MeeSeva will co-ordinate with the Mandal office and will give an acknowledgment in 7 days. It would cost around Rs. 350 only for 5 acres. But of course, we need to bribe the surveyor with additional Rs.5000. otherwise, the file would be pending in the office. The survey can be done by private engineers. It is useful only for a personal purpose like fencing etc. For registration, Only Govt survey is considered a valid survey.
EC is required as it shows is the land has any agricultural/ mortgage loans. This will cost you around Rs. 200/-. Apply at mee-seva which will coordinate with your subregister office. Do not worry. no need to bribe anyone for this.
The buyer should take care of the following things:
Apply for registration at the sub-registrar office SRO. The challan will be based on the Govt value of the land but not the market value. ex: on an Average, the agricultural land which has the market value of approx Rs5,00,000 will have govt vale of 70,000 in TS.
The buyer has to pay the registration fee(stamp duty). Once this is done, the seller needs to submit his/her patta-passbook at the SRO. The SRO will take another 45days time for processing. This time is given so that the buyer and seller can resolve any sale disputes if any.
After this, the new passbook will be issued to the buyer by the RDO officer, who will be in the District headquarters. A new passbook will cost around Rs. 5000. If you need to get this on time, you need to bribe Rs.3000 min at RDO office. Before this Rs.500 for the Pune, so that he will arrange an appointment. Otherwise, the Pune will say… Sir is in the meeting, so either wait or come later.
Then the RDO will send the passbook to the Mandal office. The seller can then collect the passbook from the village Patwari. Bribe charges applicable. This ends the process.
The seller need not bother once he gets the complete agreed sale amount after which he hands over his passbook to the sub-registrar officer.
